Planning Process & Schedule

The planning process is guided by the feedback from the Advisory Committee constituted for the effort. The Advisory Committee includes representatives from the County's Facilities Department, County and departmental leadership and staff members. The planning process is divided into five distinct phases. Each phase includes engagement with County departments and reviews by the Advisory Committee and the County. The planning approach closely follows the goals and objectives of the Plan. The five distinct phases of work for the Plan include:  
Planning Process
I. Data Collection & Existing Conditions Analysis
  • Project Initiation Meeting / Finalization of Scope, Schedule, and Planning Process / Existing Data Collection
  • Review of Planning Studies and Relevant Reports
  • Reconnaissance Survey, Tours, and ADA Assessments
  • County-wide Content Analysis
  • Review of Existing Facilities and Workplaces
  • One-on-One Interviews, Focus Groups
II. Master Plan Vision, Design Principles, Market Trends
  • Demographic, Existing, and Future Space / Workplace Needs Analysis + Surveys + Interviews
  • Identification of Opportunity Sites and Facilities

  • Development of Preliminary Vision, Planning, and Design Principles / Benchmarking
III. Alternatives & Strategies Evaluation
  • Development of Conceptual Space and Facilities Alternatives
  • Evaluation of Concept Alternatives and Selection of Preferred Alternative
IV. Draft Facilities Plan Report & Renderings
  • Development of Master Plan Strategies, and Workplace Design Standards

  • Phasing, Prioritization, Capital Budget, and Operations Strategy

  • Development of Draft Master Plan Report and Renderings
V. Final Master Plan Report & Adoption
  • Final Master Plan Report and Adoption Presentations                

Process Schedule
As part of this study, the DLR Group team will be meeting with departments to discuss specific needs and opportunities. The Master Plan update will be completed within approximately nine (9) months from the start date, with review periods of each deliverable by the Advisory Committee.
